Vermont captive leader takes on additional role

Sandy Bigglestone, current deputy commissioner of Vermont’s captive insurance division, will take up the additional role of acting commissioner of the Department of Financial Regulation, effective Jan. 1.

She will succeed Kevin Gaffney, who will retire at the end of this year, Governor Phil Scott announced Monday in a statement.

Ms. Bigglestone joined the captive insurance division in Montpelier in 1997. She was named deputy commissioner of the division in 2022.

Ms. Bigglestone was a Business Insurance Women to Watch honoree in 2018.
