IDF announces Whalley and Lux as SHS Co-Chairs among other leadership moves

The Insurance Development Forum (IDF) has appointed Karina Whalley, Head of Public Sector at AXA Climate, and Ruth Lux, Head of Public Sector IMEA at Guy Carpenter, as new private sector Co-Chairs of the Sovereign and Humanitarian Solutions (SHS) Working Group.
They will be joining a leadership team comprising Sophie Evans from Centre for Disaster Protection, Tuga Alaskary UNDP and Pedro Pinheiro at Microinsurance Network.
With their extensive experience and expertise, Whalley and Lux’s leadership will play a pivotal role in driving the IDF mission forward, the organisation stated.
Their guidance will be instrumental in meeting the insurance requirements of sovereigns, sub-sovereigns, international institutions, and humanitarian agencies.
According to the announcement, the current Co-Chair of the IDF Operating Committee, Ivo Menzinger, MD, Public Sector Business, Swiss Re, will retain his position.
“[Menzinger’s] visionary leadership has propelled the SHS Working Group to the industry’s foremost platform for large-scale implementation programmes with the public sector. His dedication and strategic guidance have been instrumental in the group’s remarkable achievements and his leadership will be invaluable as Co-Chair of the Operating Committee,” an IDF spokesperson stated.
Claudia Thyme, Director Strategic Market Development at AXA XL, will be stepping down from the SHS leadership for her pioneering work.
In delivering the operationalisation of the Tripartite programme and leading the publishing of the seminal paper The IDF Practical Guide to Insuring Public Assets, Claudia was a key figure in establishing the SHS as an implementation platform.
The IDF also welcomed Sophie Sirtaine, CEO of CGAP, as Co-Chair of the Inclusive Insurance Working Group (IIWG), who has been tasked with leading efforts to enhance collaboration on inclusive insurance projects aimed at improving the impact and efficiency of resilience-building programmes for vulnerable communities.
She joins an accomplished leadership team composed of Astrid Zwick Global Shield against Climate Risks Secretariat, and Garance Wattez-Richard AXA EssentiALL.
As part of the leadership transitions, Shaun Tarbuck will be officially handing over the Disaster Risk Reduction (DRR) Co-Chair position to Liam Carter, currently Senior Vice President of Resilience at the International Cooperative and Mutual Insurance Federation (ICMIF).
“We also wish to extend our gratitude to Shaun as he announces his retirement after a remarkable tenure leading the DRR agenda, and his broader contributions to the industry. Shaun’s impact will continue to resonate in the global resilience space,” an IDF spokesperson added.
